�s <br />MINUTES OF THE REGULAR ORONO COUNCIL MEETING HELD DECEMBER 14, 1987 <br />ATTENDANCE 7:01 P.M. <br />The Orono Council met on the above date with the <br />following members present: Mayor Grabek, Councilmembers <br />Peterson, Sime, Goetten, and Callahan. The following <br />represented the City staff: City Administrator <br />Bernhardson, Public Works Director Gerhardson, Police <br />Chief Kilbo, Building & Zoning Administrator Mabusth, <br />Assistant Planning & Zoning Administrator Gaffron, and <br />City Recorder Peterson. City Attorney Blatz and City <br />Engineer Cook were also present. <br />CONSENT AGENDA* <br />It was moved by Councilmember Sime, seconded by <br />Councilmember Callahan, to approve the Constnt Agenda <br />subject to removal of the following item: <br />#21 - Animal Control Contract -Long Lake - requested <br />by Councilmember Peterson <br />Motion, Ayes 5, Nays 0. <br />POLICE RECOGNITION - <br />OFFICER JAMES MOROWCZYNSKI <br />OFFICER IRVING (CHIP) ENGLISH <br />OFFICER MARK MORAN <br />'SOLUTIONS #2327, #2328, & #2329 <br />Mayor Grabek read and presented Resolutions #2327, <br />#2328, and #2329 to Officer James Morowczynski, Officer <br />Chip English, and Officer Mark Moran recognizing their <br />contribution in making the 1987 drug enforcement program <br />a success. <br />APPROVAL OF MINUTES* <br />It was moved by Councilmember Sime, seconded by <br />Councilmember Callahan, to approve the Minutes of the <br />November 23, 1987 Council meeting as submitted. Motion, <br />Ayes 5, Nays 0. <br />COUNTY ROAD 15 - FINANCING ALTERNATIVES <br />City Administrator Bernhardson explained that the final <br />plans for upgrading County Road 15 were approved at the <br />last Council meeting with financing recommendations to <br />be presented at this meeting for consideration by <br />Council. He explained the issue of financing the <br />project as it relates to types of funding to be utilized <br />and the approximate amounts for each type as outlined <br />in his memo dated December 9, 1987. He explained the <br />proposed allocation of costs among the following three <br />suggested financing types: City /MSA Funding $218,000; <br />Special Assessments $126,000; and Storm Sewer District <br />$84,000. Staff recommends the following financing <br />program: <br />a) That the City utilize a general tax fund levy <br />instead of Municipal State Aid Funds for the portion <br />the City decides to pay of the project. <br />1 <br />
