MINUTES OF THE REGULAR ORONO COUNCIL MEETING HELD DECEMBER 14, 1987 <br />COUNTY ROAD 15 <br />CONTINUED <br />b) That the <br />more fully <br />program. <br />City over the next four months work to <br />develop its MSA capital improvement <br />c) That the City undertake the storm sewer district <br />to pay for the $84,000 portion as a special taxing <br />utility area. <br />d) The City preliminarily allot $126,000 for the <br />assessments to the properties with the City picking <br />up, approximately half of the cost for the <br />residential sidewalk. <br />e) That the staff be directed to set a special <br />assessment hearing towards the end of the project, <br />but prior to September in order to certify for the <br />1989 taxes. <br />f) That the City determine over the next two months <br />whether it should undertake financing out of <br />internal funds or bond for the project. <br />g) That the City agree to undertake the winter snow <br />removal on the sidewalks. <br />h) That staff be directed to do further work to <br />determine if street lights should be constructed as <br />part of the project. <br />Regarding adoption of the agreement, the City Attorney <br />has reviewed the County 15 agreement and recommends <br />negotiation of certain recommended changes with the <br />County. Staff recommends tabling adoption of the <br />agreement pending negotiation on desired changes with <br />the County. <br />City Administrator Bernhardson clarified for <br />Councilmember Callahan why utilization of the MSA funds <br />would be a net cost to the City of only $28,000. <br />Councilmember Goetten felt more information was needed <br />and more time to review the information was needed prior <br />to making a recommendation. <br />City Administrator Bernhardson noted the need for <br />Council to make an initial preliminary decision at this <br />or the next meeting. <br />It was moved by Mayor Grabek, seconded by Councilmember <br />Sime, that Council adopt the preliminary financing plan <br />per staff recommendation as outlined above; and table <br />approval of the agreement until January 11, 1988. <br />2 <br />
