1986 BOARD OF REVIEW, MAY 27, 1986 <br />The 1986 Board of Review met on Tuesday, May 27, 1986. <br />Mayor Butler called the meeting to order at 6:12 p.m. <br />Councilmembers Frahm and Grabek were in attendance. <br />Councilmember Adams arrived at 6:13 p.m. and Councilmember <br />Hammerel arrived at 6:22 p.m. Representing the City were Mark <br />Bernhardson, City Administrator; Dorothy Hallin, City Clerk; Rolf <br />Erickson, City Assessor; Dave Wilde and Rita Guderian Assistant <br />City Assessors. Glenn Busitzky represented Hennepin County <br />Assessor's staff. <br />Mayor Butler introduced the Assessor and his staff to the <br />audience. Mr. Erickson addressed the audience regarding <br />valuation in general and stated that the valuation of golf <br />courses was a complicated issue and asked that information <br />regarding golf courses be presented to the Board. Erickson <br />stated that the Hennepin County Attorney's opinion regarding <br />Recreational Value is, that it is the value'as a golf course, not <br />the the market value of the property if sold. <br />Mayor Butler called the following persons before the Board <br />in the order of their arrival at the meeting: <br />1. John M. Hollander representing Hildur Hollander estate. <br />Property I.D.'s 25- 118 -23 44 0005, 25- 118 -23 43 0009, 25- 118 -23 <br />43 -0011 and 25- 118 -23 43 0019. Erickson stated he and Mr. <br />Hollander had made arrangements before the start of tonight's <br />meeting to have the property inspected. ' <br />2. Jane Slaughter - Property I.D. 30- 118 -23 31 0002. Erickson <br />stated he was familiar with the property and there had.been an <br />encroachment on the lot. He noted that portion has since been <br />divided off the original 16.45 acres and when the division has <br />been recorded the property will then reflect 14.45 acres and at <br />that time there will be an adjustment in the land value. <br />3. Jim Rivers, 1440 Shoreline Drive - Property. I.D.'s 11- 117 -23 <br />22 0004, 11- 117 -23 22 0005, 11- 117 -23 22 0006, 11- 117 -23 22 0007 <br />and 11- 117 -23 22 0010. Mr. Rivers stated he ownes 5 parcels of <br />land on Shoreline Drive which are classified homestead, non - <br />homestead and commercial. Erickson stated he would review the <br />dock rental information •on the marina parcel with Mr. Rivers and <br />report that information to' the Council for their decision. <br />4. Alan McDowell, 905 Ferndale Road West - Property I.D. 02 -117- <br />23 44 0010. Mr. McDowell stated that he has talked with Mr. <br />Erickson regarding the valuation of his property. He stated that <br />the taxes have tripled in the last four <br />land values are not equalized with th <br />the new construction on the property <br />increased, whereas his neighbor's land <br />significantly. <br />1 <br />years.
