MINUTES OF THE REGULAR ORONO COUNCIL MEF 'ING HELD .IULY 8, 1985. PAGE 1 <br />OATH (IF OFFICE: City Clerk Hallin administ• -ed the Oath of Office to John <br />Hammerel. <br />ATTENDANCE 7:01 PM The Orono Council. met on the above date with the following <br />members present: Mayor Butler, Councilmembers Grabek, <br />Frahm, and Hammerel. Councilmember Tim Adams arrived at <br />7:24 PM. The following represented the City Staff: City <br />Administrator Bernhardson, Public works Coordinator <br />Gerhardson, City Clerk Hallin, Building & Zoning <br />Administrator Mabusth, Assistant Zoning Administrator <br />Gaffron, City Recorder Peterson, and Secretary Sutton. <br />Finance Director Kuehn arrived at 8:40 PM. City Attorney <br />Radio and City Engineer Cook were also present. <br />ART CENTER OF MN <br />PROFOSED SEWER ASSESSMENT'S <br />RESOLUTION #1787 <br />RESOLUTION #1788 <br />PUBLIC HEARING 7:06-7:11 <br />Mayor Butler called for the public hearing at 7:06 PM <br />concerning the proposed sewer assessments for the Art <br />Center. City Recorder Peterson noted the certificate of <br />mailing and the affidavit of publication. Representing the <br />Art Center were Kathie Harder and Marion Gray. <br />Kathie Harder, President of Art Center, read into record a <br />letter stating the Art Center's objection to the proposed <br />sewer assessment (such letter is attached to these minutes). <br />Marion Gray restated the Art Centers objection and Mayor <br />Butler advised her of their right to file a legal appeal with <br />the court system within 30 days of this date and to contact <br />City Administrator Bernhardson if she has any questions. <br />There were no other comments from the public. Mayor Butler <br />closed the public hearing at 7:11 PM. <br />It was moved by Mayor Butler, seconded by Councilmember <br />Frahm, to approve Resolution 01787, A Resolution Ordering <br />Project 85-2 For the Art Center of Minnesota. Motion, Ayes <br />(3), Nays (0), Abstention (1). Councilmember Hammerel <br />abstained because he has just been re -appointed to the <br />Council and is not entirely familiar with the project. <br />It was moved by Councilmember Frahm, seconded by <br />Councilmember Grabek, to approve Resolution #1788, A <br />Resolution Approving 10 Assessment Units for Sanitary Sewer <br />- Project 85-2 on Property Owned by the Art Center of <br />Minnesota. Motion, Ayes (4), Nays (0). <br />Later in the meeting, Cit1 Administrator Bernhardson <br />explained that. a 4/5t.hs vote was needed to al,prove Resolut ion <br />
