PAGE: 2 <br />CONSENT AGENDA* <br />#1787 and that the vote was only 3 ayes and 1 abstention due to <br />Councilmember Adams' late arrival. <br />Therefore, it was moved by Mayor Butler, seconded by <br />Councilmember Frahm, to reconsider the matter. Motion, <br />Ayes (4), Nays (0), Abstention (1). CouncilmemberHammer.el <br />abstained. <br />It was moved by Mayor Butler, seconded by Councilmember <br />Adams, to approve Resolution #1787, A Resolution Ordering <br />Project 85-2 for the Art Center of Minnesota. Motion, Ayes <br />(4), Nays (0), Abstention (1). Councilmember. Hammerel <br />Abstained. <br />It was moved by Councilmember Frahm, seconded by Mayor <br />Butler, to approve the Consent Agenda* «s submitted with the <br />addition of the Blue Belle Ice Cream solicitors license <br />application per City Administrator Bernhardsons' request. <br />Motion, Ayes (4), Nays (0). <br />APPROVAL. OF MINUTES* <br />It was moved by Councilmember Frahm, seconded by Mayor <br />Butler, to approve the regular Council minutes of June 24, <br />1985 as submitted. Motion, Ayes (4), Nays (0). <br />PARK COMMISSION COMMENTS <br />'There were no Park Commission comments. <br />LAKE MINNETCNKA CONSERVATION <br />DISTRICT REPORT There was no report from the Lake Minnetonka Conservation <br />District. <br />PLANNING COMMISSION COMMENTS <br />Planning Commission Representative Rovegno had no comments <br />at this time. <br />PUBLIC COMMENTS Mr. Jerry W. Wheeler, 3399 Crystal Bay Rd., was present for; <br />public comment. He requested that the Council consider <br />reviewing their hardcover ordinance. Referring to his <br />letter to the Council dated July 8, 1985 (copy of letter <br />attached to these minutes), he reviewed comments made by the <br />Council at their last meeting regarding hardcover issues. <br />Based on these comments made by the Council, Mr. Wheeler <br />feels that the solution to resolving some of these issues <br />may be to simply require a permit for paving and blacktoppi.ng <br />a gravel area. In doing so, it should not be any more <br />difficult to enforcr: than any other permit program or <br />building ordinance, it would generate more City reven•.je, =t <br />would clarify the hardcover issues, and help resolve <br />struggles between the Council and citizens. Mr. Wheeler <br />stated that his gravel is not hardcover. He restated, as in <br />his letter, that the City has failed to appropriately define <br />hardcover. He feels that this should 1:e resolved in a <br />sensit,le manner. <br />
