m <br />cm OF ORDNO, MINNESOTA <br />REGULAR PLANNING GOMUSSION fCETING HELD MAJf 17, 1976 <br />Ihe Or6no Planning Conmission met on the above date with <br />the following raerabers present: Chaitman C. Paul Pesek, <br />members Gloria McDonald, Brad Van Nest, John Guthrie, Gregg <br />Hannah, and Zoning Administrator Henry Muhich. Absent: <br />George Hosfield, Diane Dullap, John Hake, and Eugene <br />Wcoley. <br />Ihe City Council convened siimilthneously to qp^ the Piiblic <br />Hearing in regards to the proposed Ring Route in Orono at <br />7:30 P.M. Mayor Searles called to order the two public <br />hearings as per pid>lication: 1) the Riiig Route proposal, <br />and 2) the consideration of a Multiple-Family Zoning Ordi <br />nance. <br />Ihe Public Hearing on the consideration of adopting a Multi- <br />Family Zoning Ordnance was temporarily defend until the <br />Public Hearing regarding the Ring Route was concluded. The <br />Public Hearing on the Ring Route was concluded at 9:00 P.M. <br />The Planning Conmission reconvened and Chairman Pesek com <br />menced with the Public Hearing with regard to a Multiple- <br />Family Zoning Ordinance at 9:05 P.M. The Zoning Administr <br />tor produced the Affidavit of Publication. <br />O Irs. Schroeder, who was in attendance, expressed an interest <br />as to whether any provisions were made to include low and <br />moderate income housing. Attention was directed to these <br />provisions with vbich she concurred were adequate. <br />Mr. Roberts suggested a change in the maximum percentage of <br />two family structures in multiple zones. He recoomend^ a <br />change from 201 maximum to an 80% maxinun. <br />The Planning Commission felt more review would be necessary <br />before any changes to the proposed draft cxxild be agreed <br />upon. They were concerned d)out any possible ccmflict with <br />our Compr^iensive Plan or our original intent with regard to <br />adopting a Multi-Family Zoning Ordinance. After all comments <br />were discussed and considered the Public Hearing was closed <br />at 9:25 P.M. <br />In order the expedite the issue Pesek moved, Guthrie seconded <br />the Planning Conmission reconmend adoption of the Multi- <br />Family Ordinance, subject to obtaining a statement from John <br />Bergley of Wurman Chapman Associates as to any impact ai^ <br />change in duplex percentage might have on our Comprehensive <br />Plan or original intent of the ordinance.
