. elanie Curtis
! o a
From: Lora Pohtilla [Ipohtilla@minnehahacreek.org]
Sent: Wednesday, December 31, 2014 4:14 PM
To: Dorian Thompson
Cc: Melanie Curtis; Courtney Hall; Thomas Dietrich
Subject: MCWD Permit Application for 930 Partenwood Rd, Orono
Hello Dorian,
It was great talking to you yesterday, thank you for being patient while I put all of your information together. Per our
discussion yesterday your new residential home will be triggering our Wetland Protection Rule. According to our FAW
the wetland located on the property is classified as a Preserve, which requires a 75' buffer. Our buffer width
requirements for single family home projects are found in Section 6(f) of the Wetland Protection Rule found here:
http://minnehahacreek.or/sites/minnehahacreek.or/files/attachments/8.%20Rule%20-%20wetland.pdf.A project
that triggers our Wetland Protection rule also requires a 14-calendar day Public Notice (sent out yesterday, and ends on
1-13-2015 @ 4:30pm).This allows for the residents nearby to call or write in with their comments or concerns on the
project. During this time, residents can also request that the permit be considered by the Board of Managers.
The District requires that all wetland buffers are protected in perpetuity by a recorded Declaration & Maintenance
Agreement that will need to be recorded at the County. This ensures that any current and/or future resident must
uphold to these maintenance requirements to preserve the wetland buffer on site. The buffer edge will be determined
pending an approval of the wetland boundary/type. You will have to get a delineation done in the spring and submit an
application for wetland boundary/type approval to the MCWD.You will need to complete the delineation and record the
declaration to be in compliance with our rules.
After review of the current plan, it looks as though the buffer will not be impacted. However, should there be any buffer
impacts, you will also be required to submit a planting and maintenance plan to the District. You will be required to
submit annual monitoring reports to the District to demonstrate successful establishment of native vegetation.
Once the 14 days have ended we can then proceed with issuing your conditional permit pending we do not receive any
requests to go to the Board.
Please feel free to contact me with any questions that you may have throughout the process of issuing your permit.
Thank you,
Lora Pohtilla
District Representative
Lpohtilla@minnehahacreek.or
Direct:(952) 641-4580
15320 Minnetonka Blvd
Minnetonka, MN 55345
1
