The document was not picked up. Since that time the homeowner requested the original <br /> CO be mailed directly to him and this was done. A scanned copy of the CO is attached. <br /> The Escrow Agreement is an agreement between the property owner and the City. Bamboo Properties LLC was the <br /> owner of record at the time of the building permit. However the City's policy is to only enter into the agreement with the <br /> property owner of record and to refund escrow funds only to the property owner of record. We do not track who <br /> provided the funds (i.e. who wrote the check). When properties change hands, as they often do, the City does not <br /> backtrack to the previous owner. This has been our policy with all escrows for at least the past 4-5 years...
