The survey provided <br /> is only a partial survey of the property. Please provide 2 copies of an updated, full size certificate of <br /> survey which meets all of the City's survey standards (enclosed). The survey should specifically <br /> indicate the location of the delineated wetland, the required wetland buffer area (south of the <br /> driveway) and removal of the fill and rock border from the wetland buffer area. All existing buildings, <br /> structures, landscaping, retaining walls, delineated wetland edge, 25' wetland buffer and 20' wetland <br /> buffer setback must be shown on the survey also. <br /> Building permit #P09168 was issued in 2006 for the construction of your new home. Due to the <br /> location of the proposed driveway within the wetland and wetland buffer the Minnehaha Creek <br /> Watershed District required wetland and wetland buffer area mitigation. Attached is a copy of the <br /> approved buffer location and plantings. <br /> In November of 2011, a land alteration permit was issued for driveway changes/expansions (permit <br /> #2011-01360). The $2,000 permit escrow collected with this permit will be held until an as-built <br /> survey is received and approved which reflects compliance with this permit. As a result of the <br /> additional driveway installed with this permit, a wetland buffer was required by the City to be planted. <br /> A $700 escrow is being held to assure the buffer is planted. To-date the driveway and buffer project <br /> does not appear to be completed or finaled by the City. <br /> A temporary certificate of occupancy was issued on 12/29/2009 for the new home permit. In order to <br /> obtain a final certificate of occupancy the conditions placed on permit #P09168 and subsequent <br /> permit#2011-01360 must be submitted or satisfactorily completed, specifically the following: <br /> 1. The wetland and wetland buffer mitigation required by permit#P09168, including plantings; <br /> 2. The wetland buffer establishment as required by permit 2011-01360; <br /> 3. As-built survey meeting Orono's survey requirements which reflects compliance with all <br /> permits. <br /> 4. Removal of the rock and fill material placed south of the driveway in the area of wetland <br /> buffer mitigation as shown on the partial survey dated November 28, 2012. <br />
