Does Long Lake intend the apron (option 4) to be a public road or a "private
shared driveway" with a public service overlay? A private road exposes current
property owners to additional legal liability, maintenance agreement modification
and related legal costs for negotiations and possible future litigation with the
owner(s) of 1070.
2. Has the City of Long Lake entered into discussions and obtained the legal
approval of the City of Orono to take over jurisdiction of roadbed and driveway(s)
which cross city land in Orono?
3. Is the City of Orono supportive of either option 2 or option 4?
4. Will a legal instrument be negotiated between the City of Long Lake, the City of
Orono and Hennepin County to provide us with assurance for continued pavement
maintenance and snow plowing in perpetuity?
5. If this piece of road will be under the City of Long Lake Pavement Management Plan,
what services will Long Lake provide?
a. Does this mean repair/resurfacing?
b. Does this mean snow removal?
c. Will this be in perpetuity?
6. There has been discussion among the owners of 1010/1020/1030 Old Long Lake
Rd. to possibly include a turnaround feature for the proposed option 4.
a. What would be the size of this feature?
b. Will it allow mailboxes to be moved to the end of the private driveway
sections?
c. Can the US Postal Service be included in this discussion to assure that
their requirements are considered in the design? If we build it, can we be
sure that our mailboxes can be relocated?
7. Will the affected homeowners be given the opportunity to provide input on the
content and placement of road signs, mailboxes, and recycling bins?
8. Will a "dead end" "no outlet" sign exist to help avoid someone either mistaking
the shared apron for a frontage road to Birch's On the Lake or turning too early
while following GPS given the closeness to Old Long Lake Rd?
9. Will the street be no parking?
10. Who will pay for and maintain landscaping of this area?
11. Which of the city entities be responsible for completing landscaping should funds
allocated by Hennepin County prove insufficient? Are there sufficient funds for
5
