NIINUTEi,S OF THE <br />ORONO PLANNING CONDUSSION MEETING <br />Tuesday, February 16, 2016 <br />6:30 uMock pm <br />property rights but that the person renting out his or her property also needs to respect everyone else in <br />the neighborhood. <br />Leskinen asked if he is more comfortable with a periodic rend. <br />McGrann indicated he is not sure of the exact number of nights that should be required or allowed. <br />McGrann stated in his view people who are coming to Orono are coming to the community for the <br />neighborhood and the environment. McGrann stated the character of the neighborhood could change if <br />there are a number of rentals. <br />Landgraver stated the City should at Ieast put a process in place to identify the persons responsible for <br />rental properties, and if complaints an received, the City would have the licensing process in place and <br />could then start attaching conditions. Landgraver stated they are requesting they tell the City they are <br />doing this and in return the City will remind them of the regulations. Landgraver stated the license could <br />be renewed once a year and at that time any problems could be addressed. <br />Leskinen stated the renewal piece can become the enforcement mechanism, <br />Landgraver stated the code is also an enforcement piece. <br />Lemke noted at the workshop the residents indicated they had even more restrictions than what the City is <br />proposing. <br />Sehoemit stated he would rather see strong and consistent nuisance enforcement by the City rather than <br />just identifying rental properties. Schoenzeit stated the enforcement should be consistent across the City. <br />Leskinen asked if Commissioner Schoenzeit feels the police department or City would respond quicker to <br />a complaint regarding a rental versus a general nuisance complaint. <br />Schoenzeit stated regular residents are not under the same enforcement rules. <br />Page 6 of 9 <br />
