MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday,April 17, 2017 <br /> 6:30 o'clock p.m. <br /> Landgraver commented there might be seasonal issues that come up and that a 6-month review seems <br /> reasonable,especially since this is the first interim use permit the City will have issued. <br /> Lemnke moved,Landgraver seconded,to recommend approval of Application No. 17-3910, <br /> Lake West Development,3245 Wayzata Boulevard West,granting of an interim use permit for <br /> staging of construction activities associated with the Highway 112 improvement project,subject to <br /> Staffs recommendations and the conditions recommended by the Planning Commission. <br /> VOTE: Ayes 6,Nays 0. <br /> 5. #17-3918 REHKAMP LARSON ON BEHALF OF BILL TOLES, 1095 FERNDALE <br /> ROAD WEST,VARIANCES AND CONDITIONAL USE PERMITS,8:43 P.M.—9:02 P.M. <br /> Jean Rehkamp Larson,Applicant,and Charles Fendlayer,Architect,were present. <br /> Curtis stated the owner of the property is requesting the following variances in order to construct a new <br /> residence: <br /> 1. Lot area,lot width,lake setback,hardcover within 75 feet of the OHWL, and average lake <br /> setback. In addition,conditional use permits are requested for site grading in excess of 500 cubic <br /> yards for mitigation of areas of the property below the 1 percent annual chance floodplain and to <br /> allow a full bathroom within the proposed detached garage. <br /> The currently proposed footprint is depicted in orange and is situated further back from the lake and <br /> oriented on the property for improved lake views by neighbors than was the previously approved plan. <br /> This property has had a number of variance approvals which are still valid until November of 2017. The <br /> original plan is shown in blue on the overhead. <br /> The applicants' request for hardcover, lake setback, and average lakeshore setback variances results in the <br /> property's inability to conform to the administrative approval provision in Section 78-72 regarding lots of <br /> record. Therefore,the area and width variances are also required to develop this property. <br /> Page 30 of 72 <br />
