MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday,April 17,2017 <br /> 6:30 o'clock p.m. <br /> Gaffron stated he is not aware of a situation in the past where that was a factor when someone was <br /> meeting the setback requirements as well as the height requirement. Across the bay there was a situation <br /> where someone was building a house that did meet the City's height requirement and the neighbors had <br /> an issue with someone building a house that would block their garden. Gaffron commented it is unusual <br /> for the City to take that into account, especially when a variance is not being requested. <br /> Wahlender stated if you add in the fact that a house is constructed directly to the north of the yard and the <br /> drainage is altered along the ridge,he would have some questions about the structural integrity of the <br /> drop-off. Wahlender stated if the house is tall enough,that will make it very soggy back there and there <br /> will be very soggy ground that overlooks the sloped pitch which overlooks the lift station. Wahlender <br /> stated in his view those are some important issues that the Planning Commission needs to look at. <br /> Lemke asked if the house location is exactly 30 feet back from the bluff. <br /> Gaffron illustrated the 30-foot setback on the survey and noted that the house could be moved to be as <br /> much as 20 or 30 feet away from the lot line. <br /> Landgraver stated the solution seems to be to simply move the house on Lot 1,depending on its size,to <br /> allow ample light to that area. <br /> Thiesse asked if it is possible to move the house over. <br /> Anderson indicated that would make the most sense and that the people that he has talked to about this lot <br /> would like to construct a walkout rambler. <br /> Landgraver stated the other item that would be favorably viewed is some landscaping that would help <br /> screen the area. <br /> Thiesse suggested some contours also be provided showing how the drainage will work. <br /> Landgraver moved to recommend approval of Application No. 16-3883,Kevin Anderson, 800 <br /> North Arm Drive,granting of preliminary plat approval and denial of a lot width variance,with <br /> Page 12 of 72 <br />
