MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday,March 20,2017 <br /> 6:30 o'clock p.m. <br /> Fretham stated they hope it is a three-year project,but that if it does not work after a year,they will <br /> probably shut it down. Fretham stated he would like to try it for at least a year. <br /> Lemke asked what will happen with the site after the process is done. <br /> Fretham indicated they would need to restore the site to a similar condition as before. <br /> Lemke asked whether a deal breaker would be if there is a restriction on bringing in other materials from <br /> other sites. <br /> Fretham stated it could be since at this time he has not gotten a commitment from the contractor on how <br /> much material will be brought in. Fretham stated to his understanding the contractor is negotiating with <br /> the County to do some of it onsite at the road project. If that happens,that will reduce the amount of <br /> material being brought to the site. Fretham noted he has to look at the costs of tying up the property for a <br /> period of time versus the amount of materials to be brought in. <br /> Lemke asked him to address the question of pollution. <br /> Fretham indicated the contractor will be bringing in street materials,such as curb,concrete,asphalt, <br /> manholes and pipe. Fretham stated the material is fairly clean from a pollution standpoint, and if they <br /> were demoing a building,that would be a different process. <br /> Landgraver noted people are concerned about the old dump. Landgraver asked what government agency <br /> would look into the added weight and traffic to the site. <br /> Gaffron asked Mr.Fretham what discussions he has had with the MPCA regarding the site. Gaffron <br /> stated his understanding of what the gentleman questioning pollution was referring to is what happens if <br /> the landfill material is pushed further out or changes the drainage characteristics of the area. Gaffron <br /> stated there are a lot of things that go into a landfill and that he would like to know what the MPCA's <br /> views are on the proposed use for the site. <br /> Fretham indicated they have spoken with the MPCA but that they have not really spoken with them about <br /> the recycling activities.
