Orono Zoning Permit Application
Project at 4731 North Shore Drive, Orono MN
Amendment #1
Date:July 2,2015
Background:
When we bought this house from the builder there was a rough-cut steep path cut into the hill to
provide access to the lake shore. This path is not suitable for walking to the lake due to steep slope,
uneven ground, no level path, slippery when wet,no footholds and lack of steps. It is impossible for
elderly or disabled or our mother who is handicapped to access our lake shore.
Similarly, the backyard is not level and slopes in 2 directions. The uneven sloping surface has been a
safety concern with elderly, disabled and others with stability concerns. There is no level area.
These conditions are safety hazards, prevent full use of our property, and several people have slipped
and fallen while walking to the lake resulting in ankle and knee injuries.
Project Description:
#1 We need to build a stairway/steps along the existing path to access the lake safely. No boulder
walls are going to be added. Only walkway steps will be constructed.
#2 Our backyard slopes east to west from 965 elevation to 962 elevation. The yard also slopes
from north to south from 965 elevation to 964/963 elevation. Current backyard extends roughly to the
963/964 contour line. The objective is to level the backyard by equal cut and fill all onsite dirt to
approximate 963/964 elevation.
Project objectives:
• Make the walkway and lake area where existing path is located safe by leveling uneven areas
and adding stone, masonry, pavers or wood steps set into the hill and a handrail to ensure safe
access to the Lake.Final selection dependent on costs, stability, safety and useful life.
• Use mulch or crushed stone over pervious surface and plants along the walkway to address
erosion issues.
Location:
• The property was surveyed on an as built basis when we bought the house from the builder
about 1.5 years ago and no changes have been made since.Attached please find the as built
survey showing the location of the walkway to the lake. This work was performed by the builder
under permit with the City of Orono and no changes have been made since that survey. The
