We offer the following observations, comments, and recommendations for your <br />consideration: <br />1.0 GENERAL: <br />1.1 The estimated costs of proposed improvements should be revised to include landscaping and <br />invasive species management costs. In addition, the estimated costs may need to be updated due to <br />revisions necessary to gain City approval. A final estimate of costs must be submitted in order to <br />determine the total Letter of Credit (LOC) amount. The LOC must be written to 150% of cost of <br />improvements and submitted prior to any land disturbing activities. <br />1.2 Final Details Plans should be included with the plan set to adequately detail all construction items. <br />At a minimum, the Details should include the following: <br />a. Siltfence <br />b. Rock Construction Entrance <br />c. Erosion Control Blanket <br />d. Inlet Protection <br />e. Biolog <br />f. Riprap <br />g. Catchbasin <br />h. Flared End Section w/ Trashguard <br />i. Pipe Bedding <br />j. Curb and Gutter <br />1.3 The applicant will be required to obtain Minnehaha Creek Watershed District (MCWD) approval <br />and permitting. A copy of any approvals or permits required should be submitted prior to Final <br />Plat approval. <br />1.4 The applicant will be required to obtain a General Construction Permit (NPDES) to discharge <br />stormwater associated with construction activity since more than 1 acre will be disturbed. A copy <br />of the permit should be submitted prior to any land disturbing activity. <br />1.5 The Homeowners Association documents adequately define responsibility for the maintenance of <br />stormwater management facilities being that of the Association. However, a Maintenance Plan <br />should be included as an exhibit to the documents and should define types and frequencies of <br />inspections and maintenance activities. <br />
