With the enclosed entryway door facing the street, an entry porch or stoop <br /> encroaching into the setback is necessary for reasonable access due to the <br /> height of the main floor. If the entry door was relocated to the side of the <br /> enclosed entryway, a stoop could likely be constructed that would not <br /> require a variance. Covering that side-entry stoop would impact views from <br /> the front windows and would reduce light into those windows. Applicant <br /> noted that the interior of the enclosed entryway is too small to allow for <br /> large furniture, etc. to make the turn so that a straight-through configuration <br /> was constructed; that a south-facing door and porch would conflict with <br /> existing utilities; and that the covered porch is intended to protect vis�itors <br /> from the rain, etc. as the house has minimal overhangs. <br /> g. The conditions applying to this property are somewhat unique in that <br /> existing structures on adjacent properties are not uniformly set back from <br /> the road. The adjacent home to the north has a detached garage located in <br /> the front yard approximately 25' from its front lot line; the applicant's <br /> entryway and covered porch will extend no closer to the road than that <br /> neighboring garage. The residence to the immediate south is located <br /> approximately 34 feet from the street lot line. Applicant's house sits 4-6' <br /> above the street and the entryway and porch will be somewhat screened <br /> from public view by existing vegetation. Given these unique characteristics, <br /> the proposed additions will be in keeping with the character of the <br /> neighborhood. <br /> h. The App(icant's request is in harmony with the purpose and intent of the <br /> ordinance. <br /> � <br /> i. The Applicant has demonstrated that enforcing the front setback provision of <br /> the Zoning Ordinance would deprive the Applicant of the reasonable use of <br /> their property. <br /> 5. The City Council has considered this-application induding the findings and <br /> recommendation of the Planning Commission, reports by City staff, comments <br /> by the appiicant and the public, and the efFect of the proposed variance on the <br /> health, safety and welfare of the community. <br /> Page 3 of 5 <br />
