There are <br /> particular site `Hardships' in siting a primary septic system that requires a reduction in the City of <br /> Orono minimum setback ordinance to a Wetland. This letter sites the particular hardships per the <br /> request of the Septic Inspector. The requested setback reduction applies to both the Primary <br /> Mound, the Septic Tanks, and the Pump Tank. A setback reduction is also being requested `for the <br /> record' regarding an Alternate Site that has been established and needs a variance to be used if ever <br /> needed.. <br /> The setback distance to any one component of the septic system is the 12.5 minimum that has been <br /> allowed and granted by the Minnehaha Watershed Distric� However, after having returned to the <br /> site to re-evaluate and adjust for a 5 bedroom septic system, the actual setbacks are as follows: <br /> (Please refer to the design drawing or the Survey): <br /> The minimum setback distance is 16 feet, in two instances where the dual sandbed is at 16 feet to the <br /> wettand. The other portions of the dual sandbed are 17 and 25 feet from the Wetland. <br /> The minimum setback established in the fietd regarding the Rockbeds is 34 feet. The next minimum <br /> distance to the rockbed is 44 feet. The upper split zone of the Mound has the rockbed atgreater than <br /> 50 feet. <br /> The septic tank and pum p tanks could be set at 25 feet to the Wetland. This should work for gravity <br /> feed out of the home and allows the setting of the tanks up in the upper front side of the home making <br /> them more accessible for pumping and maintenance, <br /> Regarding the Mound,the following Hardships were encountered: <br /> 1. Being a `Lot of Record' there is limited room in general for the placement of a Mound <br /> Septic that utilizes the best available and least disturbed soils. <br /> 2. Length of Contour: <br /> The length of the contour needing to be on the same elevation is not long enough to <br /> accommodate the Mound in one intact unit The Mound has to be split into two equal <br /> parts and set on the landscape at differing locations and elevation. This hardship <br /> requi►-es more space than a single Mound. <br /> 3. Degree of Slope: <br /> The slope is fairly steep where the Mound needs to be and thus requires a significantly <br /> bigger`footprint'than a Mound on lesser slopes. A 3:1 final slope grade is the minimum <br />
