BALDUR PARK ENGINEERING SERVICES, continued) <br /> <br />McMillan asked what shape the sewer utilities are in underneath the road. <br /> <br />Martini indicated they will review that with the Public Works staff to see if any work needs to be done but <br />that he is not aware of this being a problem area. <br /> <br />Printup stated at the work session there was a discussion about different weight limits being posted. <br />Printup asked when the Public Works Director would like to discuss that. <br /> <br />Edwards stated if the Council wants to look at posting different weight limits on this road year-round, the <br />Council can discuss that at anytime. Edwards stated the road will need to be built back up to what it <br />should be regardless of any weight limitations that might be placed on the road after-the-fact. Edwards <br />stated the normal weight limits run from March until mid-May and that the City follows the state <br />guidelines. Edwards noted this is a residential street rather than a through street and that typically heavy <br />trucks would not be going down that road unless one of the residents is having some work performed. <br /> <br />McMillan asked why curb and gutter is being considered for this road since the City normally does not <br />install curb and gutter. <br /> <br />Edwards stated one reason for the curb and gutter is a request listed in a petition from the residents. <br />Other reasons for curb and gutter are potential aesthetics as well as implementing ways to control the <br />water that runs down that road. Edwards indicated he is not particularly set on curb and gutter at this time <br />but that an argument for curb and gutter at the beginning of the road could be made but further down it <br />might not be necessary. Edwards indicated they will be looking at that. <br /> <br />McMillan noted the City has done bituminous curbs in the past. <br /> <br />Edwards stated bituminous curbs tend to be more temporary and are damaged by the snow plows. <br /> <br />McMillan stated in the past the Council has felt that curb and gutter create more of an urban look rather <br />than rural, but that in this case it may be necessary to help direct the water. <br /> <br />Martini stated one issue involved with keeping the water from the lake off the road is that the curb and <br />gutter would provide a little more elevation if the water level of the lake raised. Martini stated they would <br />only put curb and gutter in if it aids in the diversion of water and not for aesthetics. <br /> <br />McMillan asked if there are any public comments regarding this item. <br /> <br />John Nyquist, 1432 Baldur Park Road, asked whether speed bumps could be placed in the roadway. <br />Nyguist stated the posted speed limit does not seem to help deter speeders. <br /> <br />Martini stated generally they try to create an environment that makes it uncomfortable for vehicles to <br />travel fast, such as narrower roads. Martini stated in this situation they are dealing with a dead-end road <br />and that the residents are aware of where the traffic is coming from and that they have some ability to <br />police it as a neighborhood. Martini stated he would recommend letting the natural environment help <br />curb the speeds.
