Assistant <br /> 7,oning Administrator Gaffr_ on stated this property <br /> would require a variance or at least some additional <br /> review because of the proposed 'nardcover and Mr. <br /> Krutzig would like to present some alternatives to <br /> hardcover. We have a report from his engineer, Mr. <br /> Mark Gronberg , that discusses slat spacing oL decks <br /> and underlying :naterial . I have asked the City <br /> r��ngineer i,lenn Cook to review this material . <br /> �ook stated the pr000sal to place a sand bed under <br /> tne dec'r, to a'psor'p the runoff is a good idea if you <br /> look a� it irom a hydraulic point of view. From the <br /> City' s point of view we hav�� a policing �roblem, we <br /> have no way of knowing at some point in time of <br /> changes ti�at could b� made 'oy future owners oE the <br /> property. rrahm stated he would not be in favor of <br /> pol icing deci�s, <br /> i,. Adams stai.ed we should leave the ordinances the <br /> way t'ney are, discouraging decks beyond the allowed <br /> hardcover and not allowing decks within the �1-75 foot <br /> setback. �+1'nen a special situaLion co�nes along where <br /> t'ne a���� l_ icant izas nresented a good plan for runoff <br /> absorption and where the applicant has a hardship on <br /> the lot we would allow some additional decking or <br /> some additional treated hardcover on a variance <br /> iJdS1S. <br /> ?oning Administrator Mabustn suggested listing this <br /> in the resolution limiting the deck to the size or <br /> area you would allow for that decking since the <br /> resolution is filed in the chain of title. <br /> Assistant Zoning Administrator Gaffron stated the <br /> property would be allowed a minimal garage apron and <br /> a 10 or 12 foot driveway getting out to the access <br /> road. Krutzig is prouosing a new product , it is a <br /> rock aggregate witlz an epoxy material that will hold <br /> tl�e�n together. Gaffron showed sam� tes of this <br /> nroduct to the Council . This product has not been <br /> used without a solid base in a winter climate and <br /> the recommen:9ai.ion is to use i� on a base of asphalt <br /> or concrete.
