Adams stated that it <br /> is a normal part of construction of a home to grade and <br /> improve the drainage on the property. <br /> Councilmember Frahm stated that he is not opposed to <br /> putting fences along major thoroughfares . <br /> Motion, Ayes (5 ) , Nays (0 ) . <br /> Councilmember Frahm moved, rTayor Butler seconded, to <br /> direct staff to clarify fence ordinance with regard to <br /> fill and fence height combinations for fences along <br /> major thoroughfares anc] fences classified as <br /> accessory structures . Motion, Ayes ( 5 ) , Nays ( 0 ) . <br /> City Attorney Nalkerson noted that this is not a <br /> moratorium and does not prevent any others from <br /> building a fence just like this one. <br /> #84-0 NED DAYTON <br /> 2300 NORTH SHORE DRIVE <br /> PRELIMINARY SUBDIVISION <br /> 17 UNIT PRD Ned Dayton and John Bergh, planner , were present. Alex <br /> and Dianne Jentilucci of 1295 Briar Street were <br /> present for this application. <br /> Dayton stated that there would be no use of the lake at <br /> all. Dayton stated that the covenants will prohibit <br /> docks , boats , and engines on the lake. Dayton stated <br /> that it would be strictly a viewing lake. <br /> Councilmember Adams noted for the record that Ned <br /> Dayton sold some of the lots at the Farm at Long Lake but <br /> that he felt he didn't have a conflict of interest. <br /> The Council agreed. <br /> Zoning Administrator Nabusth asked if there was a <br /> proposed barn. <br /> Ned Dayton stated that the only accessory structures <br /> on the commons areas proposed are the gazebo, tennis <br /> court and nature trails . Dayton stated that they are <br /> trying to maintain the natural foliage , trees , and <br /> ponds. <br /> Alex Jentilucci asked if the City was going to take an <br /> easement over the drainage tile that runs through <br /> their property. <br /> Zoning Administrator Mabusth stated that the City <br /> would take an easement over the drainage tile, <br /> retention ponds, and all drainageways . <br />
