MINUTES OF THE REGULAR COUNCIL MEETING HELD JUNE 11, 1984 PAGE 5 <br /> Councilmember Grabek stated that the problem with <br /> hiring an assessor is that the most powerful citizens <br /> in Orono will expect preferential treatment. Grabek <br /> asked can we do anything differently than what the <br /> county is doing right now. <br /> City Administrator Benson stated that he could try to <br /> get a one year contract with Hennepin County. Benson <br /> stated that maybe Don Monk should attend the next <br /> Council meeting to discuss this issue. <br /> Councilmember Frahm stated that if the City hired <br /> their own assessor, can the City legally keep the <br /> valuations lower. Frahm stated that your talking <br /> about lowering valuations otherwise it makes no sense <br /> to hire assessor. Frahm asked can you legally do that <br /> without having the County eventually stepping in. <br /> Frahm stated that the mill rate will just go up and the <br /> County will eventually get the money anyway. <br /> City Attorney Malkerson stated that you can to a point <br /> as long as the sales ratio studies show that you are <br /> year after year too low in your valuations . Malkerson <br /> stated that the way they do that is take the sales ratio <br /> studies and compare them with the valuations that you <br /> use for tax purposes, if the sales are too high it means <br /> that your valuations have been too low. Malkerson <br /> stated then at some point the County and State come in <br /> and throw out your valuations and they redo <br /> everything. <br /> Councilmember Frahm asked if they will accept the cash <br /> equivalency method. Frahm stated that the real <br /> question is, do we save the tax payers money? <br /> Mayor Butler stated that the problem is that the <br /> valuations are turned into mill rates and divided <br /> among the school districts, city, county, etc. <br /> Butler stated that even if the valuations go down, that <br /> the school district may need more money and the taxes <br /> still go up. <br /> Councilmember Grabekstated that by hiring an assessor <br /> the more powerful citizens of Orono will have an <br /> assessor they can control. <br /> Councilmember Adams moved, Councilmember Hammerel <br /> seconded, to table action on renewal of the Hennepin <br /> County Assessor Contract until the June 25 , 1984 , <br /> Council meeting when Sampson Childs and Don Monk can be <br /> present.
