MINUTES OF THE REGULAR COUNCIL MEETING HELD JUNE 11, 1984 PAGE 4 <br /> CONTRACT WITH HENNEPIN <br /> COUNTY ASSESSOR Planning Commission Representative Bill Sime asked <br /> that the Council not renew the contract with Hennepin <br /> County because of the unfair, inconsistent way they do <br /> assessing. Sime stated that the County does not take <br /> into consideration the different methods of <br /> appraisal. Sime stated that the County should allow <br /> cash equivalency method of appraisal. Sime stated <br /> that the theory behind cash equivalency is that you are <br /> entitled by law to have your home valued for which you <br /> can a�chieve out of it by the way of cash. Sime stated <br /> that he went to the Hennepin County Board of Review <br /> which was like a Kangaroo Court. Sime stated that he <br /> hoped the City wouldn' t sign another four year <br /> contract with Hennepin County. <br /> Mayor Butler stated that Hennepin County only accepts <br /> four year contracts and the City' s contract is about to <br /> expire. Butler stated that the Cityinvestigated the <br /> possibility of hiring its own assessor and found it to <br /> be very expensive. Butler stated that there isn' t <br /> enough time left to hire our own assessor. <br /> Councilmember Frahm stated that it would be a great <br /> expense to the City to hire their own assessor. Frahm <br /> stated it would be fine if the tax payers want to spend <br /> the extra $70-80 , 000 a year. Frahm asked is it going <br /> to be worth while to the tax payers . <br /> City Administrator Benson stated that you would not <br /> only be looking at hiring an assessor but also you <br /> would need a city car and secretary. Benson stated <br /> that it is all the other in-house expenses that go <br /> along with the hiring of another person. Benson <br /> stated that the City doesn' t have the housing for an <br /> extra employee. Benson stated that the only way <br /> hiring an assessor would be feasible is to have <br /> surrounding cities join Orono in the hiring and share <br /> in the expenses. <br /> Planning Commission Representative Sime stated that <br /> compared with surrounding cities that Orono is valued <br /> 1 percent higher. Sime asked Council to table this <br /> issue and he would get Sampson Childs , appraiser, to <br /> come speak to the Council . Sime stated that Hennepin <br /> County does not take into consideration the creative <br /> ways that homes are sold today. <br /> Councilmember Adams stated that Orono is a unique area <br /> in that there is the lakeshore and then the rural areas <br /> of Orono. Adams stated that he feeYs that Hennepin <br /> Countyshould take into consideration the people that <br /> live on private roads. <br />
