Butler stated that this development may <br /> meet the numerical requirements but that it doesn' t <br /> meet the intent of the PRD. <br /> Howard Johnson stated that he could get more houses <br /> - without the PRD anyway. <br /> Councilmember Hammereldid notfeelthat thisproperty <br /> was appropriate for a PRD development. <br /> Helen Trainer of 1675 Concordia Street stated that Mr. <br /> Johnson is talking about a duck pond wouldn ' t he have <br /> to dredge. Trainer stated that she has a drainage <br /> problem right now and that this increased development <br /> will affect her drainage problem. Trainer stated <br /> that Johnson ' s drainage runs onto her property. <br /> Mayor Butler asked staff to see if this property was in <br /> theflood plain. Butler assured Ms. Trainer that the <br /> Council would not approve anything that would cause <br /> her a drainage problem. Butler stated that she might <br /> feel different about the PRD if the building looked <br /> like the surrounding neighborhood. <br /> John Ehlert of 1785 Concordia Street stated that the <br /> traffic would affect him. Ehlert stated that PRD' s <br /> require that access be provided by a highway. <br /> Councilmember Adams asked if the Council was able to <br /> approve 9 units if the existing road could not handle <br /> the increased traffic. Adams asked if the applicant <br /> would be assessed for any improvements made to the <br /> existing road. <br /> Tom Sachs of 1705 Concordia Street asked if the <br /> neighbors would get assessed for any road <br /> improvements . <br /> Zoning Administrator Mabusth stated that usually if <br /> the developer creates the burden he must share in the <br /> major portion of the assessment for improvements of <br /> the road. <br /> #823 NORTH SHO.RE DRIVE MARINA <br /> 3222 NORTH SHORE DRIVE <br /> VARIANCE <br /> RESOLUTION #1623 Larry Hork was present. <br /> Zoninc} Administrator Mabusth stated that she has been <br /> advised by City Attorney Malkerson that the City <br /> cannot approve a variance until the rezoning has been <br /> finalized. Mabusth stated that the Planning <br /> Commission wanted hardcover removed if they were to <br /> increase hardcover within the 75 ' -250 ' setback area. <br />
