Motion Failed . <br /> Councilmembers Adams and Grabek voted nay. Adams <br /> stated that he didn' t sense any desire on the part of <br /> either the property owner or the buyer . <br /> Councilmember Grabek moved , Councilmember Adams <br /> seconded , to approve a conditional use permit for <br /> Richard Zuckman and direct staff to draft a resolution <br /> of approval to include the following points : <br /> 1 . Staff to work with applicant and owner in drafting <br /> resolution . <br /> 2. Applicant must decide now which option of approved <br /> future uses of the property is most acceptable as <br /> follows : <br /> a) Allow the units to remain subject to standards <br /> in code for non-conforming uses/structures OR. <br /> b) Establish reasonable phasing out schedule for <br /> the seven units. Offer an incentive for an early <br /> phase out (within 2-3 years) and given an <br /> additional unit credit over allowed 2 (1/2 acre <br /> per unit) for 1+ acre site . <br /> 3. Limit storage of boats to three boats on land only. <br /> 4. Al1 building repairs should be reviewed by the <br /> Building Department . <br /> 5. Parking of all cars must continue to be on the site <br /> and not on North Shore Drive . <br /> 6 . Appl icant should continue to seek and employ other <br /> methods of reducing excessive hardcover . <br /> 7 . Specific structural spell out on the standards of <br /> "major structural repair" . <br /> Acting Mayor Frahm stated that that wo uld not be <br /> eriforceable by staff . <br /> � Planning Commission Representative Kelley stated <br /> that the City may wish to have the Building Official <br /> inspect to see if the existing buildings are safe right <br /> now. <br /> Motion, Ayes (3) , Nays (1) . <br /> Acting Mayor Frahm voted nay. <br />
