Council requested that the <br /> former file be searched to determine previous <br /> acti.on . <br /> BIG ISLAND VETERAN'S CAMP* <br /> Councilmember Hammerel moved , Councilmember <br /> Frahm seconded , to approve the Big Island <br /> Veteran ' s Camp status report prepared by City <br /> Planner Olson dated March 23 , 1983 . Motion , <br /> Ayes (4) - Nays (�1) . <br /> DNR SHORELAND ADVISORY <br /> COMdr1ITTEE REPORT* <br /> Councilmember Hammerel moved , Councilmember <br /> Frahm seconded , to approve the DNR Shoreland <br /> Advisory Committee Report prepared by City <br /> Planner Olson dated March ?.l . 1983 . Motion , <br /> Ayes ( 4) - Nays ( a) . <br /> PUBLIC COMMENTS <br /> :�)o comments from the public present . <br /> VARIANCE #72�1 <br /> 925 WILLOk�l DRIVE SOUTH <br /> DOUG DE MALIGNON <br /> Mr . & Mrs . deMalignon were present to discuss <br /> their after-the-fact variance for a six-foot <br /> f_ence at 925 Willow Drive South . Mr . deMalignon <br /> read his letter dated March 28 , 1983 to the City <br /> Council in support of his reasons for the fence <br /> versus extending the present trellis , which had <br /> been approved by the City Council on February 2�3 , <br /> 1983 . <br /> Mayor Butler explained to Mr . deMalignon the <br /> procedures and conditions for granting of <br /> vari�nces , which are required to show a hardship <br /> to the land , not a hardship for the persons <br /> involved . <br /> Councilmember Grabek moved , Mayor Butler <br /> seconded , to approve the after-the-fact <br /> variance for poug deMalignon , 9?.S Willow Drive <br /> South , for a six-foot fence placed in the same <br /> place as the Council agreed on for the trellis ; <br /> Mr . deMaliqnon agrees to pay fees of S215 owed on <br /> the application , and to a�ree inwriting that if a <br /> problem is caused to health , traffic or <br /> maintenance , that the fence be removed . <br /> Motion , Ayes ( 1) - Nays (4) . Mayor Butler , <br /> Councilmembers Ad�ms , Frahm , and Hammerel voted <br /> Nay. Motion failed . <br />
