Olson <br /> DATE: November 5, 1981 <br /> � SUBJECT: Public Hearing - Proposed Moratorium - Lake Minnetonka <br /> Islands <br /> Under separate cover I sent each Councilmember a copy of the <br /> public hear 'ing notice and a draft copy of a moratoriur,i ordinance . <br /> The hearing notice was �o have been published on November 4 , 1981, <br /> but the Sun Newspapers left it out. Their courier picked it up <br /> on Friday, October 30, 1981, but their office says they never <br /> received it. The notice has been properly posted and on Wednesday, <br /> October 28, 19III it was mailed to all property owners of record. <br /> As of today, I have received six calls and one letter. Some <br /> callers were merely curious. At least one was very irate and <br /> said the island was organizing to secede. I do expect the hearing <br /> to be well attended. <br /> The ordinance as drafted is for a complete development moratorium <br /> with a duration of six months. Per state statute, the initial <br /> duration could be as much as one year. If necessary, the moratorium <br /> can later be extended for a total period not to exceed 2� years. <br /> I have prepared a master map with ownership patterns indentified. ' <br /> The three Iargest owners are the State (Vets Camp) , Hennepin Park , <br /> Reserve (3 disconnected parcels) and Erickson` s (private) . There <br /> are a total of 66 �separate landown�rs on Big Island, and one owner <br /> of Deering Island. Parcel size varies from about 10, 000 sq ft <br /> to the Park Reserve ' s 40+ acres. Most cabins and small-lot owner- � � <br /> ship patterns are a1-ong the west side at Recreation Point and the <br /> southeast side between Crown Point and the Vets Camp. <br /> Facts and issues to be investigated include: <br /> 1) existing lot sizes and development potential <br /> 2) existing development (buildings, condition, use, etc. ) <br /> 3) public health (septic systems and wells - on-site manager <br /> has not yet visited the islands) <br /> 4) sanitation (garbage removal - we are aware of at least one <br /> illegal landfilling operation) <br /> 5) public safety (police - fire - medical service) <br /> 6) access during all seasons (especially for public safety <br /> personnel and equipment) <br /> 7) public land (including undeveloped public streets) <br /> 8) wetlands and wildlife habitat <br /> 9) governance and administrative difficulties (includes much <br /> work done w/o permits - inspection problems) <br /> 10) assessment policy and land values <br /> 11) public vs private development <br /> 12� future use of veteran' s camp property <br />
