After a pre-application conference <br /> with the city , the State reviews the completed application and the <br /> engineering data , and certifies the project for funding to the EPA. <br /> A federal grant ofier (75 percent) is tendered by the EPA and <br /> accepted by the conmunity. _ <br /> The scope of a project will be ini�ially defined by a prospective <br /> applicant, su�ject to revision and approval by the Sta�e when ' <br /> priority for the project is established. The final determination <br /> of scope will be made by the Regiona� Aamir.istrator or tY�e EPA <br /> when gran�� assistance is ��:arded. After June 30 , 1975 , nei �ner <br /> facilities planning nor plans and specifications may be ini�iated <br /> prior to approval of a Step 1 or Step 2 grant , respectivel�- . Any <br /> work done before the grant award will be ineligible for funding. <br />
