Under the <br /> prograrc, funds are allocated by the U . S . Enviro:-�-nent�l Protec�ion <br /> Agency (EPf) to the State on the basis oi need and population. 1/ <br /> Of the to�al eligible costs of a project , the federal share is <br /> %5 percent. <br /> Grznts are �warded to nunicipalities of the State according to a <br /> priority sysLem outlined in State Water Pollution Control Rule 34 <br /> (WPC-34) incorporating criteria specified by �he EPA. � L,�C- 34 pro- <br /> vides a State match of 15 percent of the total eligible cost , <br /> leaving 10 percent to be borne by the municipality. <br /> In adcition, the 1977 Clean Water Act authorizes zederal grants <br /> oi 85 percent ior projects which utilize innova�ive and altern�- <br /> tive treatment technology. : <br /> The construction of a federally funded waste treatment facility <br /> " in3olves three sep�ra�e grants . The iirst g;ant (Step 1) is for <br /> facilities •planning , which includes a cost-effective analysis and <br /> enzTiron�en�al asses'sment of alternative �modes o� trea�ment and an <br /> anzlysis of infiltration/inflow into any existing sewer systems . <br /> If infiltration/inflow is excessive, a sewer system evaluation <br /> survey is also done during the Step 1 phase .
