' � �EGULAR MEETING OF THE ORONO COUNCIL, JUNE 30 , 1980 Page 28 Mr . Clayton Nolby chaired the meeting and discussed ARCOLA BRIDGE items of the contract such as late penalties, (Continued) traffic control responsibilities, pollution control, and publication. Mr. Nolby stated that although the Hennepin County Board of Commissioners had not approved the contract _ as of this date . Approval should be the week of June 9 , 1980 with construction beginning the week of June 16 , 1980 . There will be two stages to the project. Stage 1 will consist of three phases. Phase I will require one lane of traffic with a temporary semaphore time actuated and will consist of 30 working days. Phase II and III will allow for two lanes of traffic , however , when the concrete is being poured, a complete closure will be necessary for the curing of the concrete but should not amount to much more than twenty-four hours. The east side of the bridge will be constructed first. The City of Orono suggested that Hennepin County Traffic Control contact the Orono Police prior to construction to inform them of the procedure of traffic control and that the project supervisor keep in contact with the Orono Police of construction progress. The contractor was instructed to verify permits for any individual filling in Orono. Stage II will begin immediately upon completion of Stage I, weather permitting. • John Gerhardson, Public Works Coordinator, prepared DRAINAGE CONTROL a memo concerning drainage control for Long Lake Long Lake Blvd. Boulevard, dated June 12 , 1980 , which states: Recently, the City of Orono received from the Minnehaha Creek Watershed District a notice informing us that funds are available to improve drainageways in the City of Orono. Mr . Glenn Cook, City Engineer, and I reviewed an erosion problem on Long Lake Boulevard where the storm water runoff has severely eroded an embankment outletting into Long Lake . I discussed this with the property owner and if the ' type of improvement meets with his approval he would donate a drainage easement if necessary. (Continued)
