Motion, Ayes (4 ) - <br /> Nays (0) . <br /> No comments from the public . PUBLIC COMMENTS <br /> Jeanne Mabusth, Zoning Administrator, prepared a <br /> memo concerning a variance for Milton H. Seifert, VARIANCE <br /> 1856 Shadywood Road, dated May 28 , 1980 , which states: 1856 Shadywood Road <br /> #548 <br /> Hardcover Variance - Milton Seifert <br /> Permitted 4 ,113 sq. ft. or 250 <br /> Existing 7,360 sq. ft. or 450 <br /> Proposed 5,758 sq. ft. or 35% <br /> Dr. Seifert proposes construction of a 14 ' X 21 ' <br /> addition on the lakeside of his residence and raise <br /> hishouse four feet to create a lower level . It <br /> appears the lakeshore addition meets the average <br /> setback distance from the lake. The variance is <br /> required because of the extensive hardcover existing <br /> on the property. The applicant has proposed removal <br /> of specific paved areas on the site that will result <br /> in a l0o reduction of hardcover . <br /> The major concern of the Planning Commission through <br /> the entire review has been the consideration of the <br /> three rental units, but more specifically, the <br /> lakeshore unit. Planning Commission in their <br /> recommendation approved the variance application with <br /> the condition that Dr . Seifert enter into an agreement <br /> with the City that would require the complete removal <br /> of the lakeshore structure within a time framework <br /> not to exceed five years. <br /> Please review the Planning Commission minutes of <br /> April 7 , 1980 and May 5, 1980 for background and <br /> recommendation. <br /> Staff Comments - For the May 5, 1980 meeting, staff <br /> noted concern in the reviewing memo that the <br /> designated paved areas to be removed may create more <br /> safety problems by negating the turnaround ability <br /> by the main house if parking is allowed. The <br /> applicant has stated that each residence� is assigned <br /> a stall in the garage and that additional parking is <br /> provided behind the garages along Shadywood Road. <br /> Applicant states turnaround ability will be retained <br /> up at the house because parking will not be allowed. - <br /> Adams voiced the same concern and asked that the <br /> City Engineer address the issue of parking requirements <br /> for four residential units in relation to the proposed <br /> parking on the site . The same ordinances apply as did <br /> in the review of the David Butler application. (Continued) <br />
