Yage j <br /> Page 22 <br /> The components for those sewer customers billed on a water meter reading <br /> charge basis have no provisions for infiltration/inflow so a factor of <br /> 25$ is added to the rate per 1000 gal. <br /> This total then of $1.50/1000 gal ($1.20 +$. 30) is applied to the water <br /> - meter reading to arrive at the charge for sewage. <br /> The increase in the gross charges from the MWCC to the City since the <br /> rate study in 1977 has been $61, 347 or 110$. In the same time period <br /> the City portion of costs has increased $23,544 or 34$ . The number of <br /> sewer bills for that period has increased 97 or 8�. <br /> It should also be noted tha� it is recommended that the current value <br /> credits received in the Aietro Sewer billing be passed on to the current <br /> users. The use charges submitted to MWCC includes the monies used by <br /> MWCC to pay for the systems purchased in Orono and other communities as <br /> well as the treatment works. Therefore, we believe the current users <br /> should be given this credit to balance the debt service portion of the <br /> MWCC user charges. It should also be noted that in 1973 the state law <br /> regarding the current value credits was amended to read "All credits . . . <br /> shall be used to finance current costs allocated to the local government <br /> unit by the commission (MWCC) or for other sewer costs and the credits <br /> shall not be considered as proceeds from the sale of Municipa� property <br /> so as to permit their use for other purposes. "A portion of the current <br /> value credit ($10, 000) has been earmarked in the rate increase for offset <br /> of the infiltration/inflow costs the city is expecting to incur. <br /> +.'> . <br />
