. REGULAR MEETING OF THE ORONO COUNCIL, APRIL 14 , 1980 Page 64 <br /> Capital expenditures funded by the general fund FISCAL ANALYSIS* <br /> will have to be monitored. (Continued) <br /> Debt service payments will be monitbred to allow <br /> analysis of possible growing debt burden. <br /> A steady pattern of budget over-runs in specific <br /> departments will be closely watched. <br /> Mandated costs that are subject to legal or larger <br /> government controls cannot be curtailed but an <br /> increase indicates an adjustment has to be made. <br /> Our enterprise funds will be measured closely to <br /> check any operating losses. Opera�ion efficiency <br /> might have to be improved at times. <br /> To conclude, the City is a business that is <br /> dependent upon revenues to exist. Investments, <br /> revenue shortfalls, increased tax delinguencies, <br /> short term-long term debt obligations, capital <br /> outlays and enterprise funds will be monitored to <br /> assure fiscal stability. <br /> Dick Benson also reported on the Liquor Store <br /> inventory, dated April 3 , 1980 : <br /> Immediate steps that have been taken are to reduce <br /> the Liquor Store inventory. We will maintain a <br /> reduced inventory relative to sales. <br /> We are reviewing the amount of venders serving us. <br /> These will also be reduced in number. <br /> As time passes, other functions will be evaluated <br /> subject to activity. <br /> Council Meeting - April 14, 1980 <br /> Butler moved, Hurr seconded, to approve the fiscal <br /> analysis report by Dick Benson, City Administrator, <br /> dated April 10, 1980 and Liquor Store inventory <br /> dated April 3, 1980. Motion, Ayes (4) - Nays (0) . <br /> Butler moved, Hurr seconded, to approve the bid CARPET SALES & SERVICE* <br /> of Carpet Sales and Service in the amount of <br /> $1,627 to replace the carpet for the Police and <br /> Public Works Departments. Motion, Ayes (4) - <br /> Nays (0) . <br /> Butler moved, Hurr seconded, to approve the dates SPRING CLEANUP DAYS* <br /> of May 10 and May 17, 1980 from 8: 00 A. M. to May 10 & 17, 1980 <br /> 4: 30 P.M, for the 1980 Spring Cleanup Days. <br /> Motion, Ayes (4) - Nays (0) . <br />
