Hennepin <br /> County has provided a suggested plan for a two lane, <br /> 35 MPH realignment. An interim plat suggested an <br /> outlot rather than an immediate dedication. The <br /> current plat shows only a major building setback <br /> line with no land set aside for roadway realignment. <br /> Your planner has three concerns: <br /> l. Safety of access to this plat <br /> 2. Safety of access at the existing driveway <br /> across the street from this plat road <br /> 3. Safety of access (especially westbound left <br /> turns) onto Bracketts Point Road <br /> The existing curve has had a number of accidents <br /> including 10 in 1974 , 3 in 1975, 6 in 1976 , and <br /> 5 in 1978. (1977 and 1979 figures were not <br /> provided by Hennepin County. ) <br /> Your planner' s position was originally that this <br /> plat not be approved (for increasing the number <br /> of dwellings) unless the access be improved for <br /> safety. After review of all the statistics, and <br /> after several site inspections, it is apparent <br /> that the proposed (existing) access location for <br /> this plat would be considered adequate without any <br /> change in County Road 15. The Hennepin County <br /> letter of plat review did not even �ddress the <br /> access location. Therefore, I see no reason to <br /> withhold plat approval or tb require any road <br /> access changes. <br /> On the other hand, the City Council must take note <br /> that the existing curve and hill have caused <br /> accidents in the past and will likely continue to <br /> do so. There are hazards for the people living <br /> on the lakeside of County Road 15. Mrs. Connover <br /> of 1489 Shoreline Drive called me earlier this week <br /> to see if any changes were proposed. She stated <br /> she would like to have any help possible to <br /> straighten the road and that she has been complaining <br /> to Hennepin County for years of safety problems. <br /> (Continued) <br />
