~ l• CITY OF ORONO <br /> Public Information meeting of the Orono Council , 7: 00 P.M. <br /> - March 26 , 1980 <br /> The Orono Council met on the above date with the <br /> following members present: Mayor Van Nest and <br /> Councilmember Butler. Absent: Councilmembers <br /> Hurr, Massengale , and Paurus. Also present: City _ <br /> Administrator Benson, City Planner Olson, City <br /> Engineer Cook, and Public Works Coordinator <br /> Gerhardson. <br /> Mayor Van Nest entered the attached letters in ' NORTH SHORE DRIVE SEWER <br /> the Minutes: Letters - Pages 3-8 HEARING <br /> l. Edward J. Callahan, Jr. - March 11, 1980 <br /> 2. Carol Callahan - March 25, 1980 <br /> 3. Donald W. Gustafson - March 13 , 1980 <br /> 4. C. Steven Wilson - March 20 , 1980 <br /> Mayor Van Nest discussed the proposed project <br /> commenting that it is up to you people to decide <br /> if you want municipal sewers in your area. We <br /> are here to document to you through our on-site <br /> disposal program, the condition of on-site <br /> systems in your area and the type of soils that <br /> are existing. The City will mail to each of you <br /> a questionnaire requesting your comments. We <br /> want to keep in mind that there are several factors <br /> that indicate to us through our investigations <br /> that tell us that on-site systems in your area <br /> are failing and again, there are poor soils, <br /> hi 'gh water tables, and lack of alternate sites to <br /> relocate existing septic systems. After receiving <br /> your questionnaire, the City will hold a public <br /> hearing, order the plans and specifications, hold <br /> an assessment hearing and award a contract, subject <br /> to a 30-day waiting period allowing ample time for <br /> individual appeal. If significant numbers appeal, <br /> the City will have the option to cancel the contract <br /> and not construct sewers in youur area. We have <br /> to keep in mind that the bonding market, at this <br /> time, is not functioning because of high interest <br /> rates and it might not be possible to fund the <br /> project. The City could attempt to fund the project <br /> and bond it later, but this would not be financially ' <br /> sound. Other state and federal funding programs <br /> are not available at this time. <br /> (Continued) <br />
