� Page 28 <br /> POPHAM, HAIK, SCHNOBRICH , KAUFMAN b DOTY, LTD. <br /> Minnesota Pollution Control Agency <br /> March 6 , 1980 <br /> Subsequent to our meeting with you, we received a copy of the <br /> regional policy plan on water quality management which the <br /> Metropolian Council adopted on March 9 , 1979 . Chairman Charles <br /> Weaver stated in his January, 1980 transmittal letter , "The <br /> new plan meets federal requirements for a regional water quality <br /> management plan and provisions of state law requiring a regional <br /> development guide and policy plan. " <br /> IWe agree with many important aspects of the plan which affect <br /> � these present issues . A review of relevant sections of that <br /> plan shows clearly that the proposed interceptor should not <br /> be built and that the conclusions reached by the City of Orono <br /> ; are supported by the Metropolitan Council and are now mandated <br /> ' by state and federal law, see Exhibit D. <br /> The Maple Plain Comprehensive Sewer Plan recommends the upgrad- <br /> ing of the plant , not an interceptor . <br /> In suIIunary . the city believes that the proposed interceptor <br /> will have a materially adverse effect on the environment and <br /> that there are numerous feasible and prudent alternatives avail- <br /> able which are less costly in dollars and adverse effect on <br /> our natural resources . Even if one or more of the alternatives <br /> other than the interceptor are more costly in dollars , such <br /> an alternative will have less adverse impact on our natural <br /> resources and increased cost is no excuse for damaging these <br /> resources ; see Minnesota Statutes , 116B. 04 . <br /> I hope the above comments will assist you in your analysis <br /> of this problem.
