Alan stated that he would find out what the dis- <br /> charge standards would be for discharging the effluent into <br /> the Crow River Watershed from which watershed the effluent <br /> came in the first place. <br /> Mayor Van Nest then reviewed the plan on land disposal ' s esti- <br /> mate of cost for buildings , contingent fees , engineering fees <br /> and land acquisition and indicated that those fees appeared <br /> to be extraordinarily high. He noted that the cost of phosphor- <br /> ous for farmers as fertilizer will double this year and that <br /> the phosphorous is a valuable product especially when it is <br /> located in the middle of an agricultural area. Yet the plan <br /> proposes to pump this phosphorous 30 miles away to be dis- <br /> charged into the Minnesota River at great expense to society. <br /> Alan Larsen stated that he agreed that more analysis needs <br /> to be done concerning the land application alternative and <br /> that he is responsible presently for the Paynesville project <br /> which he thinks is cost effective . <br /> The mayor stated that the City of Orono is opposed to any inter- <br /> ceptor being built across the City of Orono as well as anywhere <br /> in the rural northwest corner of Lake Minnetonka Watershed. <br /> Bruce Malkerson explained the problems the city had in the <br /> past when the MWCC was acquiring right-of-way and the easements <br /> themselves purported to grant to people in rural zones the <br /> right to hook up six or more homes to the interceptor. These <br /> are among the problems which will develop with the installation <br /> of any interceptor across the rural area of Orono. <br /> Mayor Van Nest then reviewed appendix D in the June , 1979 report <br /> and showed how the estimates by the consultant showed that there <br /> would be 2 , 700 pounds o� phosphorous discharged by the plant <br /> and it was estimated that 707 would reach Jennings Bay for a <br /> total of 840 kilograms per year, with the remaining 30� being <br /> assimulated. The mayor noted that appendix D is based on esti- <br /> mates only and not actual measurement. Yet in the prior Harza <br /> study, actual measurements were used via a gauge in Painter Creek <br /> where it discharges into Jennings Bay and at the discharge point <br /> of the Maple Plain sewage plant , and it showed that there was <br />
