Co�on interests <br /> and relationship are strong and evident, but the problem of low to <br /> marginal economic viability because of the probable high cost of con- <br /> struction for the entire area demands patient and thorough study lead- <br /> ing to innovative technical approaches to both design and financing. <br /> Variations of the above group might f ind the Carver County communities <br /> of Chanhassen and Victoria developing separaLely toward a possible free- <br /> standing development of cable at Chaska. Chanhassen's developed areas <br /> suggest a probability for independent development, although this nay not <br /> be as advantageous as an association with Shorewood to the north. Other <br /> possible variations might include a development of several smaller CST <br /> municipality groupings that might be developed, despite the customary <br /> advantages of sufficient household numbers to increase optimum economic <br /> viability. Any combination of co�ununities in this general area poses <br /> difficulties because of the natural barriers to 'economical construction. <br /> In order to remain consistent with current Metropolitan Council Policy, no attempt has <br /> been made in this report to deal directly with the free-standing seven-county communi- <br /> ties outside the Metropolitan Urban Service Area.
