, , <br /> � <br /> REGULAR MEETING OF THE ORONO COUNCIL, FEBRUARY 25 , 1980 Page 2 <br /> Maple Plain' s plans are aimed at designation as COMPREHENSIVE PLAN <br /> a freestanding growth center, acting as an Maple Plain <br /> alternative to scattered suburbanization. (Continued) <br /> Maple Plain has several City parks and is adjacent <br /> to Baker Park Reserve. The plan suggests a new <br /> bike trail connection from the Luce Line to <br /> Baker Park through Independence and Orono. <br /> Al1 but three or four existing homes are served <br /> by municipal sewer and the existing Maple Plain <br /> plant, which "will likely reach its design capacity <br /> in 1980" . This plan discusses the 201 Alternative <br /> Waste Management Study and states preference for <br /> existing plant expansion rather th�n interceptor <br /> construction. This plan states that development <br /> and expansion of the service area must await the <br /> implementation of plant expansion, but at the same <br /> time, this plan does not suggest limiting development; <br /> rather it shows an expected population increase. <br /> Therefore, it is apparent that Maple Plain does <br /> expect some sort of plant improvement. <br /> The transportation plan includes some local street <br /> additions and designates Higwhay 12 as a principal <br /> arterial - but on the existing alignment. I do <br /> not think the planner realizes that principal <br /> arterial means a grade-separated, limited access <br /> highway even though he includes a copy of the <br /> Metro Council classification. The plan also shows <br /> County Road 19 extended north from 19/84 and then <br /> realigned through the west edge of Baker Park. <br /> This would affect portions of Orono along Townline <br /> Road but probably would not affect our Ring Route <br /> use of purpose. <br /> The Comprehensive Plan contains three different <br /> land use concept plans showing various densities <br /> of development ranging from "the existing pattern" <br /> with an ultimate population of 2 ,000 to a pattern <br /> designed to accommodate the Metro Council population <br /> forecast of 2 , 900. The Comprehensive Plan then <br /> presents Map1e Plain' s "Land Use Plan" which is not <br /> like any of the three concept plans. (I don' t <br /> know how they got from A to B) . The Land Use <br /> Plan shows single family and duplex residential <br /> areas and enlarges the existing industrial areas, <br /> particularly along Highway 12 . The commercial <br /> areas remain essentially unchanged. The plan <br /> preserves the large wetlands and is designed to <br /> phase development based on sewer extensions. <br /> Attached is a suggested draft of the review letter <br /> to be sent to Maple Plain.
