The City does not <br /> plan to condemn the property as discussed but feels that there may be a mutual <br /> financial benefit to constructing the embanl�ent. <br /> The construction of the embankment along your property will require that <br /> several trees be removed and approximately one-third of the pond filled. <br /> The land area which would be taken as a permanent easement is 0.07 acres. The <br /> land area which would be used for construction of the embanl�ent would be <br /> 0.12 acres. The replacement of fence�restoration of the embanl�ent and other <br /> miscellaneous items would have to be worked out in some type of agreement. <br /> I have not had adequate time to review what amount the City would be willing <br /> to offer for the easements. The City Attorney and other staff inembers will <br /> review this next week and get this information to you prior to onr February 25 <br /> meeting. <br /> In our discussion you requested that I give my opinion on the effects of fill- <br /> ing the pond. The removal of the visual screen provided by the trees would <br /> appear to be the most significant factor. Plantings can be reestablished on <br /> the slopea to minimze this effect. The loss of pond area does not appreciably <br /> affect the downstream velocities in the stream but would result in a less <br /> desirable pond for uses other than water storage. <br /> The financial benefits will have to be weighed against the loss in environmental <br /> benefits in making your decision.
