REGULAR MEETING OF THE ORONO COUNCIL, FEBRUARY 11, 1980 Page 14 <br /> Mayor Van Nest moved, Paurus seconded, to appoint APPOINTMENT <br /> Michael Kirnyczuk as an Orono Police Officer to Michael Kirnyczuk <br /> start at the two-year 1980 contract level of Police Officer <br /> $1,552 . 50 monthly with a review in six months , <br /> effective February 15 , 1980. Motion, Ayes (4) - <br /> Nays (0) . <br /> Dick Benson, City Administrator, entered into the ELECTION CHANGE <br /> record the following concerning an election change Even Number Year <br /> to the even number year dated February 8, 1980 , <br /> which states : <br /> I recommend the extension of the present terms of <br /> the Mayor and all Councilmembers for one year. <br /> Mayor Van Nest, Councilmembers Paurus and Hurr' s <br /> terms will then expire December 31, 1982 . <br /> In November, 1982 , the City will elect a Mayor <br /> and two Councilmembers whose terms will run until <br /> December 31, 1986 , providing the Mayor' s term is <br /> changed from a two-year term to a four-year term. <br /> In November, 1984 , an election will be held for <br /> two Councilmembers whose terms expire December 31, <br /> 1984. Those two Council positions are now held <br /> by Councilmembers Butler and Massengale. <br /> In the interest of saving money and avoiding <br /> duplication of efforts , changing Orono' s local <br /> election to the even number years will be <br /> beneficial to the City and is certainly an <br /> approach to simplifying the local election process. <br /> The present Mayor` s term (two years) does not <br /> appear to allow that position to function as the <br /> chief executive offioer's posi tion should. It <br /> would seem reasonable to distinguish between the <br /> Councilmembers four-year terms with a P�ayor' s <br /> four-year term. <br /> If the City Council concurs, a new ordinance can <br /> be drafted for our February 25, 1980 Council meeting. <br /> Council Meeting - February 11, 1980 <br /> Hurr moved, Massengale seconded, to approve the <br /> even number years for the City elections. Motion, <br /> Ayes (4) - Nays (0) . <br /> Massengale moved, Hurr seconded, to approve a <br /> four-year term for the office of Mayor. Motion, <br /> Ayes (4) - Nays (0) . <br />
