The latter <br /> factor has a recent history starting in 1972 when Mn/DOT <br /> - (then the State Highway Department) projected several new <br /> alternate rights of way for U.S. 12 west of the ne�a by- <br /> pass around Wayzata. Each proposal had as its major <br /> element by-passing the City of Long Lake and the City of <br /> , Maple Plain_ After public meetings on the subject, Orono's <br /> - planning process settled on a route through Orono -- to <br /> serve not only the part of the state west of the city but <br /> also providing an urban level of highway service to Orono, <br /> Long Lake, Maple Plain, and neighboring communities. It <br /> was felt that not only were western areas near U.S. 12 <br /> served by this plan, but the north shore communities of <br /> Lake Minnetonka would also be given a viable alternative <br /> to the existing rural road system. <br /> By 1974 this on-going planning process was turned• around <br /> by a state highway policy decision not to build a new by- <br /> pass through Orono. Even the planning process for such a <br /> new facility was dropped. Orono' s land-use plan had to <br /> reflect this decision and it has �been a major "given" in <br /> the planning equation since that time. <br /> An earlier Waste Control Commission (then Sewer Board) <br /> decision projected urban sewer servie in this same area_ <br /> This has never had the support of most of the citizens of <br /> the area west of Wayzata, although some land developers <br /> and business interests might not have the same vie�a.
