On-site system ordinances should <br /> contain installation, inspection, and �acceptance procedures which <br /> require that a11 new installations , modifications , or repairs be <br /> inspected and approved prior to covering the system. Final system <br /> approval should be given only where a system has been installed <br /> consistent wi��h tne ordinance reguirements and any speci�ic condi- <br /> tions contained in the installation permit. <br /> 3. Local units of government should adoDt on-site system ordin- <br /> �nces an� controls that contain inspection and maint�nance recuire- <br /> ments where necessary and consisten� with Policy 44 and should help <br /> to ensure that system owners receive appropriate education and <br /> technical assistance with system operat�on and rnaintenance. <br /> 3 . 1 Inspection. On-site systems should be ins�ected on a regular <br /> basis, wher� necessary and consistent with Policy 44. Insaection <br /> should check the sludge and scum accumulation in a se�tic tank, or <br /> apnropriate equi�-- _ent, iz any, in an alt�rnative system. <br /> Ins�e�tion shoulc cccur no 1�ss than biannually . <br /> � 3. 2 Maintenance. Where nesessary and consisten� wi`h Policy <br /> 44 and procedure 3 . 1, local governments should reauire maintenanc� <br /> of a septic tank when ir_spection reveals that sludge reaches a <br /> point 12 inches below the bottom of the outlet bafrle and/or the � <br /> scum reaches a point 3 inches above the bot�om of the outlet <br /> - baffle. Maintenance requir�*nents ror alterr_ati�re syste.'ns should J <br /> be established in the ordinance or at the,_ time of izstallation <br /> permit approv�l: - <br /> 4. Recordkeeping. Al1 local progrzms should arovice �or <br /> recordkeeping relating to the design �d location of new and/or <br /> renovated on-siLe systems . System owners or `heir agents should <br /> be required to submit a final description of the system as installed <br /> to the local gover:zment. The descrip tion should include such <br /> information as : site addr�ss , location and layout of syst��_. on <br /> the site, type and design of syst�m installed, tyne of building <br /> served and the results ot the site suitability analysis (percolation <br /> t�st snad/or soil borings) . � <br /> 4. 1 Where necessary and consistent witt'� Policy 44, local programs <br /> should provide for on-site syste.*n data collection and recordkeeping <br /> cover�ng' the freanency of -complaints , pumping a�d/or other mainte- <br /> nance activities for eac:� system. <br />
