REGULAR r'IEETING OF THE ORONO COUNCIL, JULY 24, 1979 Page 4 <br /> -Allow above ground or underground tanks PUBLIC HEARING <br /> in all zones with building, property line Gasoline Storage <br /> and lakeshore setbacks specified (as per (Continued) <br /> draft no. 1) . <br /> -Limit quantities in dwellings and/or portable <br /> containers <br /> LEVEL 3: Same as Level 2 except limit quantities in <br /> permanent tanks (perhaps 200 gal. residential <br /> and 1,000 gal. nonslresidential) <br /> LEVEL 4: Prohibit above ground tank storage in commercial <br /> areas and in densely developed residential areas: <br /> a) in any urban residential zone; and/or <br /> b) in any residential lot under one acre <br /> in area <br /> -Regulate setbacks in other zones as in Level 2 <br /> LEVEL 5: Same as Level 4 except also prohibit under- <br /> ground storage in urban residential area5 <br /> LEVEL 6 : Prohibit above ground storage on any residential <br /> property: <br /> -Allow underground storage on rural residential <br /> property <br /> The special needs of lakeshore boat owners is vexing: <br /> proximity to the lake increases pollution potential <br /> and usually occurs in urbanized areas of the City <br /> where bulk storage risk is greater. I would like <br /> to say that boat fuel needs should be met by the <br /> marinas and perhaps more incentive or control through <br /> marina licensing could indeed require such service. <br /> In the interim, lot size, setback and quantity <br /> regulation appears to be the best answer. <br /> The first draft was written as Level 5 protection. <br /> My continuing recoi*imendation is to adopt Level 4 or <br /> Level 5 protection regulations recognizing the urban- <br /> rural land use division. <br /> BULR PLANTS <br /> The basic Fire Code provides Bulk Plant performance <br /> standards and allows such plants except where prohibited <br /> by (local) law. Orono has one existing non-conforming <br /> bulk plant in Navarre. <br /> I recommend amending the Fire Code to prohibit new <br /> bulk plant construction in Orono. <br /> (Contimued) <br />
