Property corners (Continued) <br /> � are not necessarily surveyed or narked and dedications <br /> (for roads or drainage easements) cannot be made. <br /> Therefore, the City no longer pernits RLS divisions <br /> except where metes and bounds are permitted. Psr. Neils ' • <br /> comparisons , including the RLS ' s are invalid because <br /> of when those divisions were approved (1976 and before) <br /> and because of the legal linitations of RLS' s. <br /> I. Drainage Easements <br /> iir. Neils cor.lpares easement requirements along <br /> County Road Six whereas a correct cor,iparision <br /> would be ar:iong contemporary divisions (the road <br /> has no bearing on easer►ent needs) . • <br /> Orono has required drainage and/or utilities <br /> easements as far back as 1961 when Long LakE <br /> Country Club was platted. Recently, divisions <br /> such as Farview (10/76) , Johnson (10/77) etc. , <br /> have had exclusive drainage easerients platted. <br /> "Drainage and Utility easer.►ents along certain <br /> lot lines has been a requirement of all plats <br /> approved since fall of 1977 (#�285 Kelley and <br /> I:elley 10/77) . Easements along all lot lines of <br /> all plats have been required since early 1978. <br /> This division (#358 3/78) r.1a1�, in fact, have <br /> been the first to receive preliminary approval <br /> with such a requirement, but since that time, 13 <br /> plats have been finally approved with drainage <br /> and utility easements along all lot lines and <br /> ten others have had such a requirement included - <br /> in preliminary approval_ - ' <br /> Since March, 1978, only two plats have received <br /> final approval without drainage and utility ease- <br /> r.ients on all lot lines and both received pre- <br /> liminary approval prior to the ap�lication for <br /> this division. (#323 Tanglewood, Areliriinary <br /> 1/23/78, final 4/78 and #317 The Farri, prelir:linary <br /> 12/77, final 4/78) . Al1 divisions finall1� approved <br /> since 4/78 have had drainage and utility easements <br /> on all lot lines. <br /> Pir.
