<br /> City Council with a memo from Chief of Police P.ilbo,
<br /> dated December 14, 1978, which states:
<br /> I aM requesting permission to purchase a Ford Ltd. 2
<br /> squadcar from Freeway Ford, which is under Hennepin
<br /> County Bid Contract #8318 in the amount of $6, 118
<br /> a budgeted amount.
<br /> We have received only one infornal quote, at this
<br /> time, that does not meet specs as we outlined in ,
<br /> several areas, such as , size of tires, engine
<br /> configuration, and delivery date.
<br /> It is necessary to order by December 15, 1978 to
<br /> be included in the County bid.
