Ayes (4) - Nays (0) . <br /> P�ayor Van Nest moved, Butler seconded, not to OCTOBER 10 , 1978 <br /> change the October 10, 1978 Council meeting Council r7eeting Date <br /> date. idotion, Ayes (5) - Nays (0) . <br /> Senator Pillsbury and Representative Searles SENATOR PILLSBURY <br /> arrived at 9: 30 P.ri. to discuss the Lake REPRESENTATIVE SEARLES <br /> i�Zinnetonka Conservation District matters. LMCD <br /> Representative Searles presented the City <br /> Council with the Lake r�7innetonka Conservation <br /> District Law which was adopted in 1967 and <br /> anended in 1969, which created the LP�CD. <br /> Mayor Van Nest stated that the purpose and powers <br /> were not very well defined. His one concern was <br /> a statement that had been made that the LP4CD does <br /> not have the authority to regulatel�oat storage <br /> on Lake Minnetonka. The Statute is not crystal <br /> clear that the LP�ICD does have that authority. <br /> Senator Pillsbury stated that the purpose <br /> consisted of governing on the waters of the <br /> lake. He also stated that there are three <br /> issues: purpose, powers , and organization. <br /> Representative Searles stated that the purpose <br /> is defined in the title of the Law. "Conservation" <br /> is the key word included in the title. <br /> Discussion followed relating to docks and marinas, <br /> regulating types and number of docks and boats, <br /> and use of the lake. <br /> Senator Pillsbury and Representative Searles <br /> explained procedures for improving the effectiveness <br /> of the LMCD. Senator Pillsbury suggested that <br /> they approach the LP4CD and explain to them the <br /> meaning and purpose of the Statute. <br /> Mr. Tom Kuehn, Finance Director presented the APPOINT - AUDITOR 1978 * <br /> City Council with a mer►o dated Septeriber 7, <br /> 1978 , which states: <br /> i4r. t4errill A. Hansen, Hansen and Babcock, <br /> Certified Public Accounts, has submitted a <br /> proposal for audit of the City of Orono for the <br /> year ended December 31, 1978. The proposal <br /> states a cost to the City not to exceed $2 , 550. <br /> (Continued) <br />
