A review of the Park Comrnission tour and inspection HIGHWOOD ACCESS of the Highwood access led to the following � resolution prepared by the Park Cor.unission, dated August l, 1978, which states : Resolved, that because, from a recreational point of view, the Highwood access is not suitable for any development, the Park Com�ission recommends that, aside from a general cleanup, no funds be expended for recreational development of the property. i�otion passed. Paurus moved, Butler seconded, to accept the resolution of the Park Commission concerning the Highwood lake access, per the Park Comr,►ission minutes of August l, 1978. P4otion, Ayes (5) - Nays (0) . Councilmember P4assengale discussed the status WEST HENNEPIN of the Laest Hennepin Assessment District commenting ASSESSMENT DISTRICT that the representatives do have concerns with the effectiveness of the District at this time, considering that there appears to be some duplication in record keeping and other functions that Hennepin County is now doing. Mayor Van Nest r.loved, Butler seconded, to request Councilr.lember Massengale to contact Hennepin County Assessor to request their reaction to the District and the costs to contract with the County to provide necessary appraisal and assessing during the ensuing year. Motion, Ayes (5) - Nays (0) . Dick Benson, City Administrator, informed the City POLICE BUDGET* Council that because of overruns in the Police Budget, we have taken steps to curtail costs that would otherwise create deficits at the end of the year. We have reduced the working hours of our newest appointed patrolman, Mr. Bruce Anderson, to 20 hours per week, effective ir.unediately. As of January 1, 1979, he will continue at reduced hours through February. On March l, 1979 , he will go on a lay-off status.
