REGULAR MEETING OF THE ORONO COUNCIL, JUP7E 15, 1978 . Page 6 <br /> 2iost of the questions of the Planning Commission SUBDIVISION <br /> had been answered and no serious questions were 565 Leaf Street <br /> uncovered at this meeting. Alan Olson noted (Continued) <br /> that the County Highway Engineer had reviewed the <br /> plat and had -approved the proposed location of the <br /> access drive. He also noted that the access for - <br /> Lots 10 & 11, Block 1 should be a joint access on <br /> the common property line rather than separate <br /> access points. It should also be noted that this <br /> plat shows Outlot A the �sland lying to the <br /> southwest corner of the property. This outlot is <br /> mostly marsh land and is not separately buildable. <br /> It is meant to be owned by Lots 5 or 6, or perhaps <br /> a combination of those two lots. The Planning <br /> Cor.imission moved conceptual approval of the sketch <br /> plan as presented in the April 20, 1978 plan. Mr. <br /> Stielow was then advised that a public information <br /> meeting would be sch�duled to review the preliminary <br /> plat upon receipt of engineering details for the <br /> road profile and grade, and septic system testing <br /> information. <br /> Staff Note - April 28, 1978 <br /> 2�iike Gaffron riet with Jim Anderson, Soil Conservation <br /> Service, on April 25, 1978. A walk through the <br /> riost northwesternly lot of the plat revealed <br /> water-table at or very near the surface. This lot <br /> may not be suitable for any type of soil absorption <br /> system, thus requiring holding tanks and a regular <br /> pumping schedule. <br /> Statt Note - Public information meeting scheduled for <br /> P�iay 22, 1978 at 7: 30 P.M. <br /> - Planning Commission A'ieeting - Pday 22, 1978 <br /> Information Meeting - D'ir. Stielow was present plus <br /> several neighbors. Neighbors concerns included lot <br /> size, access locations, and the prevention of <br /> dense development whicY� would lead to sewage problems. <br /> P4r. Stielow noted that Lot 14 would be eliminated <br /> by combining it with Lot 7. Planning Commission <br /> recommended preliminary plat approval subject to <br /> the following: <br /> 1. All plated. ]�ots to have ap�roved septic system <br /> tests (Lots 4, 9, & 11 are currently unapproved) <br /> prior to final plat. <br /> 2. Road and driveway requirements per City Engineer's <br /> letter and County approval. <br /> 3. Conservation easements over all wetlands with <br /> reservations for dock placement on riparian <br /> Lots 1-6. <br /> 4. Private road with access and utility easer►ents. <br /> 5. Park dedication fee payment <br /> 6. Developers agreement for road and drainage <br /> construction. <br /> (Continued) <br />
