RE(�ULAR P�IEETING OF THE ORONO COUNCIL, JUNE 15, 1978 Page 57 <br /> The City ordinance would not allow a dock, public HIGHiVOOD LAKE ACCESS <br /> or private, because of the 10-foot setback from (Continued) <br /> property lines. <br /> There is no parking available at the alley and <br /> all the streets in the vicinity are too narrow <br /> to accommodate on-street parking. <br /> At the present time, we are having diff�iculty <br /> enforcing the public accesses tha� are not in <br /> existence. The problem being after hours use, <br /> nuisance to adjoining property owners and keeping <br /> the area clean from litter and debris. <br /> The present condition of the alley is such that <br /> in order to make a safe pathway to the lake, brush <br /> and debris would have to be removed, washouts <br /> filled and a survey done to locate property lines. <br /> Council P4eeting - June 15, 1978 <br /> Mr. Sauer, 4104 Highwood Road; isr. reorge tseyers, <br /> 4149 Highwood Road; and Mr. Clarence Groshens, <br /> 4148 Highwood Road were present. P�r. Meyers <br /> read into the record the following: <br /> "In reference to the subject petition asking for <br /> the upgrading of the public easement situated <br /> between Lots 23 & 24, we offer the fol.lowing: <br /> 1. A Brief History of the Easement: At one time, <br /> the Village of Orono did maintain the easerment <br /> and provided a dock for use of the offshore <br /> residents. At that time, many of the residents <br /> of Iiighwood Road did enjoy full access to the <br /> recreation facilities_ provided by the easement. <br /> A few years later, the Village discontinued <br /> the practice of _erecting a dock and maintenance <br /> of the easement. Since then, the easement has <br /> become an eyesore, with noxious weeds, brush, <br /> dead trees, and large boulders obstructing the <br /> safe usage of the facility. <br /> The easement provided access to the lake for <br /> swirnming, fishing, boating, snowmobiling, and <br /> general recreational usage of the lake. <br /> Families that have bought offshore homes were <br /> told by the real estate agents that they had <br /> lakeshore access by means of the public <br /> easement between Lots 23 & 24_ Even our own <br /> Councilman, P�Lr. Paurus, during his campaign <br /> for election last fall referred to the easement <br /> and I quote: "Something has got to be done <br /> _ about the situation with this easement. " Unquote. <br /> (Continued) <br />
